ONTARIO, Calif., April 22, 2025 /PRNewswire/ — In a stunning disregard for public opposition and local economic realities, the Inland Empire Utilities Agency (IEUA) voted unanimously last Wednesday to approve an 18% rate hike, spread over two years, despite clear opposition from multiple member agencies, concerns from the public, calls for more transparency, and requests for more time to study the matter.

In a joint statement, local agency leaders for Chino, Montclair, Monte Vista Water District, and Ontario called IEUA’s vote “deeply disappointing and procedurally flawed,” pointing to the agency’s refusal to grant additional time for review, or to meaningfully collaborate with the cities and agencies most impacted.

This wasn’t collaboration—it was a box-checking exercise,” said Chino Mayor Eunice Ulloa. “IEUA mischaracterized the process as thorough, while withholding key documents and dismissing any agency or person who raised concerns. Even the rate study that underpins this decision was withheld until the legal deadline, leaving no time for cities or residents to evaluate its assumptions or implications. Public governance requires more than legal compliance—it demands transparency, accountability, and respect.”

Despite multiple comment letters in opposition to the rate hike, and a clear absence of support from IEUA’s own Policy Committee and Technical Advisory Committee, the IEUA Board voted unanimously to adopt the increase. Member agencies had requested additional time to review the proposed rates, but IEUA justified the denial by citing the internal timelines of one or two agencies—despite having approved past rate increases as late as July.

At the center of the controversy is IEUA’s Chino Basin Program (CBP), a massive recycled water treatment project that promises to transfer up to 100% of its yield to the State of California while local communities like Chino, Montclair, and Ontario continue to struggle with water reliability and affordability.

IEUA has chosen to ignore the voices of the very people it was created to serve,” said Ontario City Councilmember Debra Porada. “This rate hike is not about local water reliability; it is about funding a billion-dollar project that sends our water to the State while our communities get stuck with the bill.

IEUA Board members also made several disparaging public comments during the meeting, with one member saying, “It’s not a whole heck of a lot of money, and people are going to be able to eat.” The Board member went on to disdain those without technical backgrounds as unqualified to question the agency’s decisions.

This kind of dismissive attitude toward public input is unacceptable,” said Monte Vista Water District Board President Sandra S. Rose. “These decisions affect real families, and agencies should be equal partners in regional infrastructure planning.”

Adding to concerns is IEUA’s shifting rationale for how it is using public funds—particularly property taxes. Historically, IEUA has dedicated a portion of property tax revenues to specific purposes, like wastewater treatment. Now, without notice or clarity, those funds are being reframed as general reserves available for any use, effectively bypassing cost-of-service nexus requirements that protect ratepayers from unjustified charges.

This behavior is exactly why IEUA is facing growing legal scrutiny,” said Montclair Mayor Javier “John” Dutrey. “You cannot run a public agency this way—with closed-door decisions, misleading public statements, and a blatant disregard for accountability.”

The four agencies continue to advocate for investments in local recycled water infrastructure that would deliver drought-resilient, cost-effective water for the communities they serve. To date, IEUA has not released sufficient information on the future capital investments, debt obligations, or rate impacts associated with the CBP.

A joint letter from these cities was submitted on March 28 requesting clarity on how ratepayer and taxpayer dollars would be used. IEUA has not responded.

The Birmingham Zoo welcomed a new resident to its freshly completed Wojciechowski Cougar Crossing habitat. A female orphaned cougar cub from Montana arrived safely at the zoo on Tuesday, February 11, marking a significant milestone ahead of the habitat’s mid-March opening.

The transport of the cub was a collaborative effort involving the Birmingham Zoo, FedEx, and Montana Fish, Wildlife & Parks. The young cougar, named Juniper, estimated to be four to five months old and weighing between 30 and 40 pounds, traveled by plane from Great Falls, Montana, to Memphis, Tennessee. From there, she was transported by the Birmingham Zoo to her new home.

Chris Pfefferkorn, President and CEO of the Birmingham Zoo, expressed his excitement about the new addition, stating, “The arrival of this first cub is a major step towards us opening the Wojciechowski Cougar Crossing in mid-March. This project has been years in the making, and it’s truly heartwarming to see the community come together to make it a reality.”

Heather Harshbarger, communications advisor for FedEx Cares, highlighted the company’s commitment to animal welfare, stating, “FedEx has a long history of working closely with zoos and aquariums to provide safe travel for animals using our extensive global transportation network and logistical expertise. Shortly after Juniper’s arrival, the zoo also welcomed two new bobcats, Baxter and Boomer, transported by FedEx from the San Diego Humane Society. These seven-year-old bobcats arrived on March 7 and quickly adjusted to their new home. Baxter and Boomer’s arrival further enriched the Wojciechowski Cougar Crossing habitat, showcasing the zoo’s commitment to providing a safe and enriching environment for all its animals.

The last of the four residents, Spruce, another orphaned cougar cub, was one of three siblings rescued by the California Department of Fish and Wildlife (CDFW) and cared for at the Oakland Zoo. After their mother was killed by a car, the cubs were found in Portola Valley. Spruce, also transported by FedEx, was chosen to join Juniper at the Birmingham Zoo. The hope is for them to become best friends like Baxter and Boomer.

As the Birmingham Zoo celebrates its 70th anniversary in 2025, the opening of the Wojciechowski Cougar Crossing on March 19 marked a significant milestone in its history. The new habitat stands as a symbol of hope, community effort, and the zoo’s dedication to animal care and conservation. Pairwise is a new innovative way of separating arriving aircraft, developed by Leidos UK and the air traffic service NATS. It is helping to boost on-time performance and cut carbon emissions at London’s Heathrow Airport.

Pairwise works by introducing a totally new way of calculating the minimum separation between arriving pairs of aircraft.

It is delivered using Intelligent Approach (IA), an arrivals spacing tool, jointly developed by Leidos and NATS with help from Think Research, that helps controllers to safely optimise the gaps between aircraft arriving at an airport. IA first went live in 2015 at London Heathrow and is now also in operation at Amsterdam Schiphol and Toronto Pearson airports.

Successful deployment at Heathrow

At Heathrow airport, one of the world’s busiest international airports and the UK’s largest, Pairwise was deployed at the end of last year. The technology is expected to increase the landing rate by around two additional arrivals per landing runway per hour versus traditional wake vortex groups.

While the overall number of flights at Heathrow is capped by government regulation, being able to land more aircrafts per hour will help to minimise delays and airborne holding, resulting in significant fuel and emissions savings as well as increased passenger satisfaction.

IA’s TBS is already delivering up to 47,000 tonnes of CO2 savings at Heathrow, in addition to delay savings and additional tactical runway capacity. Pairwise adds significant further savings. The airport is scheduled at 99 per cent of its declared capacity, meaning any impact on landing rate increases the possibility of both delays and cancellations.

“With Pairwise, the airport has more tactical capacity for flight movements, so flights arrive and depart more on schedule,” explained Emmons. “It improves punctuality at the airport, along with the environmental benefits.”

Intelligent Approach benefits

Intelligent Approach, developed jointly by Leidos UK and NATS, was a world first when it deployed at Heathrow in 2015. Its use of dynamically calculated time-based separation – as opposed to static, distance-based gaps – cut headwind delays by more than 60% and reduced airborne holding by 230,000 minutes per annum, saving over 47,000 tonnes of CO2. Pairwise is an exciting opportunity to add further value to these benefits.

What has driven your growth most through your career? 

My growth has been fueled by an unwavering curiosity and a deep passion for enhancing processes. Being able to see how small changes can lead to big improvements, whether in candidate experience or team efficiency, really keeps me motivated. I also thrive on collaboration and learning from colleagues across different departments and cultures, which has significantly helped me grow in my role. One of the key drivers for me has been my love for working with both customers and candidates. I find great fulfillment in interacting with people and always strive to make every interaction better, whether it’s enhancing the candidate experience or building stronger relationships with stakeholders. This focus on people and continuous improvement has really shaped my career growth.

Effective communication and mutual trust have been essential for our remote work success. We’ve built a culture of transparency, and we make sure to stay connected through regular check-ins, virtual team meetings, and collaborative tools. It’s really empowering to know that we can achieve our goals while maintaining flexibility and still feel like a tight-knit team.

What advice would you give to someone who is looking to join the company? 

I would advise anyone looking to join GoDaddy to be ready to embrace a fast-paced, innovative environment. It’s important to be adaptable and open to change, as the company is always evolving. Having a passion for helping small businesses and being excited about technology and global collaboration will also go a long way. Above all, be yourself – GoDaddy values authenticity and diverse perspectives!

What do you enjoy doing outside of work? 

Outside of work, I’m a content creator, model, and makeup artist. I’m passionate about beauty and fashion, and I love keeping up with the latest trends and sharing my experiences on social media. This also gives me the opportunity to meet amazing people and connect with brands. I’m also a big fan of traveling, exploring new restaurants, and having great food experiences. One of my favorite things to do is visit bubble tea places—I absolutely love sipping on boba while walking around! I also enjoy going to concerts. There’s something about the energy of live music that I find incredibly exciting and fulfilling. Spending time with my family and my partner is incredibly important to me, and I truly cherish those moments of connection. I also love animals and have two cats, Niza and Marshmellow, who bring so much joy and fun into my life! Additionally, I’m passionate about learning languages. I’m a native Spanish speaker, fluent in English, and I know a bit of French. Right now, I’m learning Portuguese, and I’m really excited to expand my language skills to continue in my journey of connecting with more people around the world!
