The global education goal, part of the United Nations’ Sustainable Development Goals (SDGs), remains significantly off track. Various reports, including from UNESCO and UN news, highlight the concerning trend that unless drastic changes occur the world will not meet its commitments to ensure inclusive and equitable quality education by 2030.

The world today is grappling with a polycrisis – a complex set of interconnected global challenges that impact economies, industries, and job markets simultaneously. From climate change and geopolitical tensions to technological disruptions and economic instability, these crises are reshaping the landscape of work, especially for young people. While youth unemployment remains high, employers worldwide are also struggling to fill critical roles, highlighting a significant skills gap.

According to the International Labour Organization (ILO), global youth unemployment was 13% in 2023, with many young people facing limited prospects for stable and decent work. On the flip side, the World Economic Forum (WEF) found that 44% of businesses report difficulties in finding talent with the right skills to fill jobs. This contrast reflects a deepening mismatch between the supply of young job seekers and the demand for skilled talent, which, if left unaddressed, will exacerbate both unemployment and the talent shortage.

To tackle this challenge, we must take a comprehensive, systems-based approach, focusing on five interconnected elements: economy, education, employability, equality, and the ecosystem. Together, these factors can help close the skills gap, reduce youth unemployment, and create pathways to decent work for all.

Economy: Growing Jobs and Funding

Economic growth remains a critical driver of job creation, but the quality and inclusivity of that growth matter. In many parts of the world, jobless growth has become a pressing concern, as economies expand without generating enough formal employment opportunities for young people. Youth unemployment continues to rise even in nations with positive GDP growth, indicating that inclusive economic policies and investment in key sectors are lacking (ILO, 2024).

Moreover, the alignment between economic growth and investment in education is critical. The Global Education Monitoring Report 2023 highlights that national budgets for education often fall short of the recommended 4%-6% of GDP that UNESCO advocates. Without adequate financial support, education systems cannot provide the skills and competencies needed to prepare young people for modern job markets, leaving many young workers without the necessary tools to succeed.

Education: Providing the Foundation for Lifelong Learning

Education systems need to evolve to meet the changing demands of the workforce. The OECD – OCDE emphasizes the importance of embedding skills, knowledge, attitudes, and values into education systems to ensure that young people are prepared for lifelong learning. In particular, stackable credentials – modular qualifications that allow learners to build expertise over time – are becoming an essential component of successful education-to-employment transitions.

Despite the need for adaptable learning pathways, many education systems remain rigid and slow to adopt these models. However, countries that have embraced flexible learning, such as Germany with its robust vocational education and training (VET) programs, have been able to reduce youth unemployment significantly. The integration of industry-specialized learning and competency-based education is critical for preparing young people to thrive in an evolving workforce, particularly in sectors like technology and sustainability.

Employability: Training the Right Skills for Employment or Entrepreneurial Success

One of the most significant barriers to reducing youth unemployment is the skills mismatch – the gap between what young people learn and what employers need. The World Economic Forum’s Future of Jobs Report 2023 projects that 50% of employees will need reskilling by 2025 due to rapid technological advancements. Yet, traditional education systems are often not aligned with industry needs, leaving many young workers without the skills required for high-growth sectors.

Governments and businesses must collaborate to ensure that training programs are directly linked to market demand. Public-private partnerships, such as apprenticeship programs and industry-led training initiatives, can play a pivotal role in closing the skills gap. For example, in Switzerland, where education and training are tightly integrated with the labor market, youth unemployment is among the lowest in the world. Building a system that continually adapts to changing workforce needs is essential for improving youth employability.

Recent trends show that many young people increasingly prefer entrepreneurship over traditional employment, driven by the desire for independence and the ability to create change. A 2019 study by Deloitte found that 76% of millennials view entrepreneurship as a key vehicle for driving social impact. However, research highlights the need for robust support systems to help these young entrepreneurs succeed. The 2021 Global Entrepreneurship Monitor emphasizes that access to entrepreneurial education, mentorship, and skill development is critical for youth to thrive in their ventures.

Equality: Ensuring an Inclusive and Diverse Talent Pipeline

Any strategy to reduce youth unemployment must prioritize equality, ensuring that opportunities are equally accessible to all young people, regardless of their background, gender, or location. Despite advances in education, women and marginalized communities continue to face barriers to entry in high-growth industries, particularly in STEM fields. According to UNESCO, only 35% of STEM graduates are women, highlighting the gender gap in science, technology, engineering, and mathematics.

Programs that specifically target underrepresented groups – such as mentorships and women-in-tech initiatives – can help diversify the talent pipeline. Furthermore, companies that emphasize inclusive hiring practices, gender parity, and equity in leadership are not only contributing to social justice but also benefiting from a more innovative and dynamic workforce. The data is clear: promoting diversity is a strategic advantage in the modern economy.

Ecosystem: Aligning Stakeholders for Maximum Impact

A thriving job market requires more than just a functioning economy and well-prepared workers – it needs a cohesive ecosystem where governments, businesses, educational institutions, and civil society work together efficiently. The OECD underscores the importance of synergy across the value chain, ensuring that all stakeholders are aligned toward the goal of reducing unemployment and fostering decent work.

Successful models of ecosystem collaboration, like those seen in Singapore, offer valuable lessons for other nations. In these countries, the government plays a central role in orchestrating cooperation between educational institutions and industries to ensure that young people are being trained in fields that are projected to grow. Such synergies foster an environment where young people can transition smoothly from education to employment and where employers can easily find the talent they need.

As respective leaders, SAP and UNICEF join forces to create innovative solutions to global skilling and workforce challenges with an aim to help young people transition to earning. Together, we’re generating inclusive opportunities for underserved young people worldwide, preparing them for decent work with the skills that employers need.

We expanded our partnership in 2022, with a three-year investment focused on impacting youth in Kenya, Nigeria, and South Africa through a new program that supports learning to earning pathways in growing digital and green economies. The program helps equip youth with the essential skills they need to flourish – wherever they may see their future. Further, it builds on UNICEF’s Generation Unlimited (GenU) signature program, Youth Agency Marketplace (YOMA), a platform developed by young Africans to tackle labor market challenges and increase youth agency across the globe. By the end of the first year, SAP and UNICEF’s GenU reached more than 600,000 youth, granting them access to foundational and digital skills opportunities that help young people unlock opportunities in the changing global economy.

One of the learn to earn pathways on YOMA is the SAP Educate to Employ initiative designed by SAP to help equip beneficiaries with essential competencies for the digital economy. The free initiative, implemented by the local non-profit UMUZI, focuses on developing skills, knowledge, attitudes, and values to help prepare candidates for employment. It also aims to assist employers in accessing diverse and certified talent, thereby accelerating digital transformation in each country through a skilled talent pipeline. More than 1,000 learners completed one or more foundational skills courses, while 165 learners completed over 400 hours of critical skills development training and achieved an SAP certification for technology consultant beginners. Additionally, 100 learners have completed their intermediate training on the SAP Learning site and are preparing for SAP-certified associate exams.

This multistakeholder approach underscores the power of partnership in addressing complex social challenges. By pooling expertise and resources, SAP, UNICEF’s GenU, and UMUZI are collectively ensuring that youth not only gain relevant skills but also access meaningful pathways to employment. These partnerships exemplify the collaborative frameworks needed to drive sustainable impact on a global scale. As digital and green economies continue to reshape the future of work, partnerships that unite private, public, and civil society actors will remain crucial in ensuring that marginalized youth are not left behind.

A Path Forward

The polycrisis we face today demands multidimensional solutions that address both the supply and demand sides of the labor market. By focusing on the interconnected elements of economy, education, employability, equality, and ecosystem, we can create a comprehensive strategy to reduce youth unemployment and foster decent work for all.

Policymakers, business leaders, and educators must come together to close the skills gap, promote inclusive growth, and build resilient labor markets. The challenges are great, but so are the opportunities. With coordinated effort and sustained investment, we can build a future where young people have the skills, opportunities, and support they need to thrive in the global economy.

Joyce Tsoi, senior director of the Decarbonization Program at Cascale, recently presented at the Bureau Veritas 3rd Sustainability and Supply Chain Quality Transformation Summit hosted by Rakesh Vazirani, director of decarbonization supply chain sustainability at Bureau Veritas. The virtual event brought together brands and retailers committed to reducing carbon emissions, with many also including Scope 3 (upstream supply chain) targets.

A Cascale member, Bureau Veritas is a global leader in Testing, Inspection, and Certification (TIC) services. It helps its clients improve their performances by offering services and innovative solutions to ensure that their assets, products, infrastructure, and processes meet standards and regulations in terms of quality, health and safety, environmental protection, and social responsibility.

Tsoi kicked off her presentation by noting Cascale’s unique position as a global non-profit alliance to drive collective action to reduce climate impacts across the industry. She shared common challenges faced by factories and countries when developing science-based targets, noting the complex and fragmented nature of the supply chain and highlighting the relevance of mapping out upstream and downstream suppliers.

After emphasizing the importance of engaging with stakeholders across the value chain, Tsoi recommended it’s doable to set science-aligned targets (SATs) by identifying data owners and existing tools and platforms such as Higg FEM to gather facility-specific data from tier 1 to 3 that produce major emissions. She shared that while most manufacturers might not have a complete data set of the whole value chain from the start of the target-setting process, this is fine. It’s acceptable to use secondary data or life cycle inventory data to estimate emissions in the absence of complete data using the Higg Materials Sustainability Index (MSI). Very often, companies can gather more accurate data and insights over time and adjust their targets accordingly.

Tsoi highlighted that the Scope 1 direct emissions and Scope 2 indirect emissions were good levels for collecting concrete data and shared feedback from Cascale members, many of whom found the data collection and consolidation process is easier if their facilities and their upstream suppliers had already reported through the Higg Facility Environmental Module (FEM). Tsoi noted the difficulty manufacturers faced in emission accounting is the lack of in-house knowledge and expertise. She emphasized the need to develop capacity-building programs for manufacturers, like Cascale’s Manufacturer Climate Action Program (MCAP), to ensure the knowledge and skills can be scaled to support them step-by-step from target-setting process to eventually developing their decarbonization plan

Following an overview of Cascale and the Higg Index, Tsoi shared more information on MCAP, an initiative that provides a stepwise, intermediate, and pragmatic approach to accelerating target setting for manufacturers. She also shared insight on the origins and evolution of the program, highlighting Cascale’s collaboration with Nike to build and continuously improve, with the goal of evolving the program to become an industry standard.

Tsoi highlighted MCAP’s framework and how Cascale works with manufacturers to commit and set SATs for validation, evaluate their climate risks, develop a decarbonization plan, and communicate progress with stakeholders. She shared details of benefits, including peer-to-peer learning and best practice sharing in the industry, as well as technical advisory support, training, and guidance. She also detailed Cascale’s work with industry partners such as Apparel Impact Institute (aii) on financing opportunities.

For brands, Tsoi highlighted how MCAP provides a structured approach for them to engage and support manufacturers in setting SATs and getting started on climate action. She shared how this common approach to engaging with strategic suppliers to set targets reduced duplication of programs and allowed for cost-sharing between brands and manufacturers.

Asserting the importance of buy-in from top management and decision-makers, Tsoi shared the need for sufficient resources to support manufacturers in setting SATs and embarking on their decarbonization journeys, emphasizing the importance of having a clear target to track progress and move forward.

Finally, Tsoi recommended that small and medium enterprises (SMEs) follow a streamlined target-setting route with the Science Based Targets Initiative (SBTi), which facilitates a focus on measuring, setting, and validating targets for their scope 1 and 2 emissions. She concluded her presentation by urging companies to take action and invited them to register their interest in learning more about MCAP and get the support they need to get started.

Collisions between whales and ships are a growing problem in our oceans. The numbers speak for themselves: Ship strikes are one of the leading causes of injury and death for large whales. To resolve this, DP World, a global logistics giant, has partnered with global conservation organization Ocean Wise, to expand the reach and effectiveness of their Whale Report Alert System (WRAS).

Tackling the Problem Head-On: Imperfect solutions?

For years, marine experts have sought ways to reduce the impact of human activity on whale populations, and various mitigation strategies have emerged. Traditional solutions include mandatory speed restrictions in areas known to be frequented by endangered species. For example, in the eastern U.S., ships over 65 metres in length must reduce their speed to 10 knots or less in regions where endangered North Atlantic right whales are known to swim. This has been highly effective, reducing strike-related mortality of these whales by 80-90%. However, speed restrictions alone are only part of the solution.

That’s where Ocean Wise’s WRAS comes in. Launched in 2018, WRAS is a cutting-edge conservation tool designed to protect whales from ship strikes and disturbance by alerting mariners to their presence in real-time. The WRAS is informed by the public and professional observers through the WhaleReport app and automated detections from infrared cameras and hydrophones. Alerts are sent to nearby mariners, giving them a heads-up to slow down or change course. The system serves as a vital lifeline for whales, allowing professional mariners to take immediate action to avoid collisions.

As Lasse Gustavsson, Ocean Wise’s President and CEO puts it: “The goal of WRAS is to enable mariners to take mitigation measures to help reduce acoustic and physical disturbance to vulnerable cetaceans.”

Enter DP World: A Partnership with Global Potential

DP World’s decision to deepen its involvement with the WRAS program was a no-brainer, building on the previous support of Ocean Wise’s Whale Health & Monitoring program. As Doug Smith, CEO of DP World in Canada, noted: “The work that Ocean Wise does is critical. We wanted to enhance our pre-existing agreements with them to forge a more robust partnership by supporting WRAS. The success of an initiative as important as this is crucial not only for the benefit of marine life whose waters DP World’s shipping lanes use, but also for the system to be adopted globally for everyone’s benefit.”

“Working with Ocean Wise on this project made sense given the importance of protecting and enhancing oceans while supporting equitable trade systems, where nature and humans flourish. Enhancing our partnership with Ocean Wise will support implementation of DP World’s Ocean Strategy 2024-2030 in the Salish Sea, a unique inland sea ecosystem located in the Pacific Northwest region of the United States and Canada and home to 37 marine mammal species, including several endangered whale populations,” added Sarah Mouriño, Senior Director, Sustainability – Americas.

The WRAS goal is ambitious: by 2025, WRAS aims to triple its detection capabilities globally, and DP World’s funding has been instrumental in expanding the WRAS’ real-time whale detection capabilities. Increased promotion of the WhaleReport app and integration with other detection technologies, such as infrared and acoustic systems, are both expanding the program. As part of this effort, DP World has supported the integration of two hydrophones and four infrared camera systems, which help detect whale presence 24/7, even in remote areas and during the dead of night.

Moreover, DP World is helping embed WRAS into the operational procedures of at least three professional marine organizations. This could mean integrating WRAS with navigational software and ensuring that it’s used as a standard tool in vessel operations centers. According to Ocean Wise, the system has already sent out 30,225 alerts as of October 31, 2024—a whopping 404% increase since from the 2023 baseline. Impressively, 7.1% of those alerts came from the newly integrated automated sources like hydrophones and infrared cameras.

Dr. Chloe Robinson, Director of the Ocean Wise Whales Initiative, added: “Given the demonstrated success of the WRAS in the Pacific northwest, we are excited for the global potential of the WRAS to mitigate ship strikes for many more whales. We would not be able to expand our ship strike solution without the support of DP World, and we are looking forward to working closely together to achieve our shared vision of safer waters for whales.”

A Global Solution with Tangible Results

The Whale Report Alert System is more than just a local or regional tool—it’s a model for global sustainability in ocean conservation, a cause that sits at the heart of DP World’s Ocean Strategy for 2024 – 2030. With the expansion of WRAS, there’s potential to not only drastically reduce the number of whale strikes but also mitigate the broader environmental impacts of shipping. Shipping lanes are some of the busiest highways on Earth, making it critical to minimize their ecological footprint. By giving mariners the information they need to make real-time decisions, WRAS helps to reduce vessel-related noise, which can stress whales and disrupt their essential behaviors. In turn, this preserves the health of the entire marine ecosystem.

Beyond the immediate benefits to whale populations, the global implementation of WRAS could set a precedent for responsible maritime practices. As more shipping companies and marine organizations adopt the system, the ripple effects will be felt far and wide. With DP World’s involvement, the system is poised to scale up, reaching new waters and protecting whales in every corner of the globe. After all, as Ocean Wise reminds us, “[Whales] are the environmental guardians of our ocean. Their health and wellbeing are the most useful indicators of the health of the entire ocean ecosystem.”

In short, WRAS is proving that technology and sustainability can go hand in hand. It’s a win-win for the shipping industry and the environment. By reducing the risk of collisions and disturbances, WRAS not only helps save whales but also ensures that our oceans remain healthy and vibrant for generations to come.
