The Inner Mongolia autonomous region, a vast territory in northern China with immense renewable energy potential, is powering the nation’s green transition and setting an example for the world.

Wang Lixia, chairwoman of Inner Mongolia, said in a recent interview that the region’s “experience has shown that developing renewable energy doesn’t have to come at the cost of the environment. Instead, it can drive ecological restoration”.

“Meanwhile, desertification control is not just an environmental imperative; it can also fuel high-quality development,” she added.

According to a report released in March by the International Renewable Energy Agency, the capacity of global renewable power increased substantially last year, with the addition of 585 gigawatts, a record growth of 15.1 percent. China played a significant role in this growth, accounting for nearly 64 percent of the added capacity, the report said.

Wang noted that Inner Mongolia, with its abundant wind and solar resources, plays a crucial role in China’s green transition. The region has an exploitable wind energy capacity of 1.46 billion kilowatts, accounting for 57 percent of the national total, and a solar energy potential of 9.4 billion kW, which is 21 percent of the national total, she said.

“This wealth of wind and solar resources gives us confidence, and opens up endless possibilities for the growth of Inner Mongolia’s renewable energy industry,” she said.

Last year, Inner Mongolia led the nation in six key areas, including new renewable energy installations, green hydrogen production, new energy storage installations and green electricity trading volume. This makes Inner Mongolia a green power bank for northern China, Wang said. “Of every 100,000 kW of newly installed renewable power capacity nationwide, over 10,000 kW is generated in Inner Mongolia,” she said.

“Our total installed renewable power capacity has surpassed 135 million kW, exceeding that of coal-fired power. We are the first provincial-level region in China to surpass 100 million kW of renewable power capacity,” she added.

Last year, Inner Mongolia’s renewable energy output increased 27.6 percent, exceeding 210 billion kilowatt-hours, which is equivalent to twice the annual output of the Three Gorges Dam.

Renewable energy contributes 25 percent of the region’s total electrical power generation. “It is equivalent to saving 66 million metric tons of standard coal, enough to meet Inner Mongolia’s heating needs for three years, while reducing carbon emissions by 180 million tons annually,” Wang said.

As the autonomous region pushes its renewable energy development, it is also exploring ways to utilize its renewable power resources and expand its electrical equipment manufacturing industry.

“We are advancing our green hydrogen, ammonia and methanol industries, converting green electricity into green products,” Wang said. “We have also established the nation’s largest computing power base with nearly 80 percent of the energy sourced from renewables.”

These efforts helped Inner Mongolia reach a renewable energy utilization rate of 94 percent last year, with green electricity accounting for nearly one-third of the total consumption.

The economic impact has also been impressive. In 2024, the total added value of renewable energy and related industries in Inner Mongolia grew 20.1 percent year-on-year, with new energy equipment manufacturing up more than 40 percent, Wang noted.

At the same time, exports of electric vehicles, lithium-ion batteries and solar panels soared 45.3 percent to 4.18 billion yuan ($573 million), according to customs data.

While the region is ramping up efforts for the manufacturing and export of new energy equipment, its ecological restoration efforts, particularly in the Kubuqi Desert, have gained global recognition.

Once known as the “Sea of Death”, the desert has become a model for integrating ecological restoration with new energy development. In 2014, the United Nations Environment Programme designated the desert as an ecological economy demonstration zone.

The Kubuqi model integrates solar power generation with agriculture and animal husbandry, as photovoltaic panels are used to provide canopies that help enhance plant survival and support the growth of drought-resistant crops, Wang said.

This approach tackles desertification, advances renewable energy development and helps increase local people’s income, achieving multiple benefits simultaneously, she said.

The area, which until 2017 remained largely barren, was covered by an array of solar panels by the end of last year. In December, the NASA Earth Observatory released satellite images showing what has been dubbed as Kubuqi’s “Solar Great Wall”.

“Stretching 400 kilometers, with an average width of 5 km, the project, once completed, will help restore vegetation on about 200,000 hectares of the desert and generate 180 billion kWh of electricity annually, serving as both a ‘blue energy wall’ and a green ecological barrier,” Wang said.

PLAYA DEL REY, Calif., April 21, 2025 /PRNewswire/ — The Ballona Wetland Land Trust, a non-profit environmental group, has raised concerns that the Santa Monica Bay Restoration Commission, a California state agency, voted last Thursday to delete all references to the phrases “climate change”, “ocean acidification”, and “environmental justice” from its work plan, which will be submitted to the Environmental Protection Agency with a request for federal funding. Numerous environmental groups, and several members of the Commission, opposed the changes. However, a majority of Commission member entities, including Heal the Bay and a prominent UCLA climate scholar, reasoned that the replacement of established scientific and policy terms with what Commission staff called “alternative language”, was justified to preserve $850,000 in funding. The move was in response to vague “informal guidance” from EPA.

A written statement from Gabrielle Crowe, co-chair and secretary of environmental sciences for the Gabrielino-Shoshone Nation of Southern California, was read by Commission staff, stating: “Climate change is an issue that impacts all communities, but particularly the same disadvantaged and underserved communities and Black, Indigenous, and People of Color communities that you are erasing from your work plan.” Crowe argued that if without a written commitment to tribal engagement and inclusion, the Commission would lack accountability.

E.J. Caldwell, general manager of the West Basin Municipal Water District and alternate to District President Gloria Gray, was especially vocal in his opposition to the proposed deletions. Caldwell was supported by Hermosa Beach Mayor Dean Francois. “The informal guidance, to me, is insufficient to really make these changes,” said Caldwell. In response, an EPA employee acknowledged that she could not say which phrases might cause grant applications to be rejected, adding that “I don’t think I’m going to be able to give you a satisfactory answer.”

The Ballona Wetlands Land Trust, a local non-profit that first discovered and publicized the proposed language changes, indicated that it is exploring a potential legal challenge. “The willingness of a California environmental protection agency to bend so easily on replacing scientific language with ‘alternative language’ poses an existential threat to all environmental protection efforts,” said the Land Trust’s President Walter Lamb. “We can’t effectively address the impacts of climate change by going silent on the issue. The Commission is ignoring the Clean Water Act.”

“As we recognize Earth Day 2025, we celebrate all that has been accomplished, but recognize more must be done.  

“The economic, energy, and environmental challenges facing society today are complex and don’t have a singular solution. Our future depends on a world where zero emission technology and advanced engines compete and co-exist. Manufacturers of engines and equipment, component suppliers, and fuel producers are meeting this moment with a range of increasingly efficient and productive options available for powering the nation’s cars, trucks, machines, and equipment as well as energy-rich, clean, and renewable fuel options to power them.

“Internal combustion engines (ICEs) will remain the standard and often the only power option in hundreds of applications serving every corner of the globe for the foreseeable future, which makes the continuous improvements in engines and fuels critical to ensuring progress toward environment and energy goals.

“Engine and equipment makers are meeting the challenge of a more sustainable environment through reduced emissions, improved fuel efficiency, remanufacturing of engines and components, and expanded use of renewable biofuels as well as new fuels like hydrogen, methanol, and ammonia.

According to EPA, national concentrations of all criteria pollutants are now below the most recent health-based standards. This could have not been accomplished without the continuous improvement in design, materials, combustion efficiency, and emissions controls that have defined the engine, vehicle, and equipment industries for several decades. Since 2010 for commercial trucks and 2014 for most off-road equipment, emissions from advanced engines have been reduced by over 90% to today’s near zero levels.

“Beyond achievements in lower emissions, engines are increasingly energy efficient, contributing to significant reductions of carbon emissions. For example, in the nation’s trucking fleets recent real world tests and Federal Highway Administration Data show the national average fuel economy of commercial trucks has improved by 16-18% over 2013 models, with some individual drivers and fleets reporting gains of over 50%.

“Expanding the use of advanced renewable biofuels in all engines contributes to reducing emissions while diversifying our energy resources. The U.S. is on track to surpass 5 billion gallons of biodiesel and renewable diesel consumption for the first time in 2024. In California 70% of the state’s diesel fuel pool is now renewable diesel fuel, a drop-in replacement for petroleum diesel. In 2024, more than 79% of all natural gas used in the transportation sector was renewable natural gas, a fuel that can achieve a carbon-negative fleet outcome depending on its source.  

“Virtually all of the several hundred million engines in the population can utilize some level of renewable biofuels. From using 100% renewable diesel in backup power generators and marine vessels and locomotives to expanding the use of biodiesel in highway trucks, renewable fuels provide a growing choice for vehicle and equipment owners to do their share for a better environment.

“The potential of hydrogen for ICE holds additional promise as a new option to power the trucking and heavy equipment sectors. New engines designed to run on hydrogen, methanol, ammonia, and e-fuels demonstrate the engine industry’s commitment to offer new and innovative options for powering marine vessels, commercial trucks, and heavy equipment.
