MIAOLI, Sept. 5, 2025 /PRNewswire/ — Taiwan’s leading engineering, procurement, and construction (EPC) group CTCI announced today that it has won an NT$154.7bn EPC tender jointly with Japan’s Mitsubishi Power Ltd. to build five new combined cycle generating units next to the existing Tung Hsiao Power Plant for Taiwan Power Company (Taipower), the state utility company. With 2,800 MW in installation capacity, the upgrade is expected to be completed by 2031. The project will meet the surging industrial power demand from the nearby Hsinchu Science Park and Taichung Science Park, as well as household power needs, while making contribution to the nation’s net zero goal. While CTCI’s share of contract remains undisclosed, it has broken the company’s previous record.

Formally known as “Tung Hsiao Power Plant Phase 2 Renewal and Rebuilding Project: Procurement and Installation of Combined Cycle Generating Units and Plant Facilities,” this is Taipower’s plant upgrade project in support for the administration’s energy transition policy. The combined cycle units have the world highest level power efficiency, and help reduce 60% in greenhouse gas (GHG) emissions, compared to coal-fired units. The advanced gas turbines will allow mixed combustion of hydrogen and natural gas to further reduce GHG emissions—an important step toward purely hydrogen-fueled power generation.
