US Public Employee Pension Funds & Retirement Systems in Focus:

This category provides you with actionable information on the important class of US institutional investors made up of state and municipal pension funds and retirement systems, and related institutions.  This is a universe of investors of owners with assets totaling USD$2.3 trillion as year-end 2008 (Bloomberg).

Over the years one of the important considerations for those in government service, and especially for career civil servants, was the promise of post-retirement benefits.  As the popularity of health care insurance and benefits took hold in the American society, an array of benefits was offered to government employees.  Over the decades retirement and healthcare benefits systems were fashioned for employees of state government, local and municipal government, with separate systems often providing benefits for teachers, police and fire, and other workers.

As the number of government employees grew, so did the state and municipal systems expand.  The large pools of money set aside for current and future retirees, and often to cover healthcare, have grown to quite substantial size.  At first these plans invested in “safe” and restricted vehicles – government-issued debt, AAA corporate securities and the like.  As “prudent man” restrictions were eased in the early 1970s, and with the rise of institutional investor as the dominant force in the capital markets, public employee retirement systems and pension funds expanded the range of holdings. 

Today, these systems invest in common and preferred equities, stock indexes, corporate bonds, CDOs, real estate, alternative investment vehicles, private equity pools, private companies, hedge funds, venture capital, currency, and more.

The largest of the pension systems are active in the oversight of companies in their portfolio, belong to important investor coalitions, and can be classified as ESG activists. Also, many of these investors are also purchasers of healthcare and related services. The large US pension plans are often bellwethers on key issues, such as corporate governance and environmental and social issues.
